One of the key achievements from our strike was a major expansion in the areas covered by a location allowance. The location allowance is an annual payment, which is now worth €2,230 a year.
After much HSE and Department delay, a circular from the HSE which instructs employers to apply this payment, has finally issued. The payment applies from the 1st of March 2019, so you will receive backpay for the period since then.
If, for example, your payroll department begins the payment on February 1st 2020, you would also receive backpay worth 11 months of the allowance, €2,044 and will then continue to receive the full amount each year after.
This payment will apply to staff nurses, CNM1 and CNM2 grades working in specific medical and surgical wards. We estimate over 5,000 nurses will receive this payment, in over 260 wards across the country. Individual hospital groups have been notified.
A separate instruction for payment of the location allowance in maternity services and Public Health Nursing community services has already been issued.
Our IROs will now raise this issue with individual payroll departments to ensure this money is paid as soon as possible. Unlike the enhanced practice scale, it should be applied automatically, without any action from members required.
I will write to update you with further news as implementation of the strike settlement continues.
