PHN Midwifery Qualification Allowance: 8th February, 2011.

Attn: All Public Health Nurse Members

The INMO met with PHN’s who have qualified since 2008 on 29th January 2011 and examined the issues surrounding this claim.  The recent decisions of the Labour Court relating to similar claims were discussed and a decision was taken that:-

1.  Further engagement with the employer (HSE) must take place regarding the status of the child and maternal health module and, that the employer is required to seek category 2 status for this course, as they committed to in 1999. 

2.  Furthermore all PHN’s who do not hold a midwifery qualification, but who do hold a category 2 course, which would qualify them for payment of the qualification allowance, must be encouraged and supported in pursuing this.  The eligibility for payment is based on:

(a)  The course being recognised as a category 2 or equivalent course by An Bord Altranais;

and

(b) The use of that course – being employed on duties for which the qualification is used. 

In the meantime, INMO Executive Council at their meeting of 8th February 2011, have endorsed this approach as agreed at the PHN sub-section meeting and the claim will be progressed to the Labour Court when restrictions in place due to paragraph 1.27 of the Public Service Agreement which reads “no cost-increasing claims by trade unions or employees for improvements in pay or conditions of employment will be made or processed during the currency of the Agreement”; are reviewed.

Newly Qualified Public Health Nurses. 06.01.11

Dear Colleagues,

The INMO are pursuing a claim for newly qualified Public Health Nurses who do not hold a midwifery qualification.  The nature of this claim is that the qualification allowance should be paid to these PHNs and the INMO has had a number of meetings with the HSE who are rejecting the claim.  The matter was therefore referred to the Labour Relations Commission in accordance with standard IR procedure and a conciliation conference was held on 20th December, 2010. 

A resolution was not arrived at and therefore the INMO Executive Council have considered the options available in pursuing this claim further.  This requires consultation with the group involved and the INMO request that you circulate this Notice to as many newly qualified Public Health Nurses as you can within your area and advise that they should make efforts to attend a meeting at 10.30am on Saturday 29.01.2011, in INMO Head Office – this meeting will take place prior to the Section Meeting which commences at 11.00am on the same day, i.e. 29th January 2011 (Saturday) at 11.00am.  Alternatively, colleagues may participate via conference call on this date to discuss this issue.  The conference call details may be obtained from Mary Cradden (Marycr@inmo.ie or 01-6640603).
