INMO Emergency Department Members - ED Members Accept Revised WRC Proposals

Dear Colleagues,

This is a note to formally advise you that members, in Emergency Departments, have accepted the revised Workplace Relations Commission (WRC) proposals, with regard to ED overcrowding with 71% in favour and 29% against.

The Organisation announced the result of the ballot, at lunchtime, and it received extensive media coverage and the press release, in relation to same, is here.   The Organisation also notes a press statement, from the Department of Health, in which the Minister for Health makes the following comment:

-    “I can assure staff of my personal commitment to seeing that the agreement is implemented in full”.

In relation to next steps, in driving forward on the continuous implementation of the agreement, I wish to confirm the following:

  • the INMO will formally confirm, to the HSE/Department of Health, that we have accepted the proposals and they now form an agreement between the HSE/INMO;
  • we will continue to work the meetings, between INMO ED representatives and senior management, at both hospital and group level, on a weekly basis to monitor the proper and full implementation of the Escalation Policy and other measures;
  • we will immediately engage with the HSE with regard to moving to fill the various departmental posts, contained within the agreement, including Assistant Director of Nursing/CNM2 for admitted patients/CNM1 posts (seven per unit), to enhance management structures to improve patient flow;
  • we will also immediately move to agree the establishment of the Taskforce on Nurse Staffing, in Emergency Departments, which must report, under the terms of the agreement, by 31st March 2016;
  • we will continue, both through the hospital and group meetings, and at national level, to pursue the requirements, within the agreement, to bring forward innovative recruitment and retention mechanisms to ensure best possible staffing levels are maintained pending the outcome of the Taskforce referred to above; and
  • we have already informed the WRC that the proposals have been accepted.  The WRC has confirmed that they will invite the HSE/INMO, to re-engage with them, after one month, to review the ongoing implementation of all terms within the agreement.


In this regard it is our intention to convene a further national meeting, of our ED representatives from all Departments, approximately one week before we re-engage with the WRC.  This will be to ensure that we have full clarity, from all departments, with regard to any issues that have emerged so that we can present them, in their entirety, to the WRC as part of its initial one month review.

We will, of course, continue to issue periodic updates, to ED members, to keep you advised of all developments in relation to this agreement.

Finally, on behalf of the Executive Council and ourselves, I wish to thank all ED members, for their solidarity in recent weeks, while recognising that this is just the latest stage in our ongoing campaign to improve your working environment so that you can deliver safe care to patients.
